Dear Ms. Maddocks,
X Energy, LLC (X-energy) has requested the NRC staff conduct a pre-application readiness assessment of the draft Licensing Topical Report (LTR), Xe100 Graphite Structural Analysis and Qualification Methodologies Topical Report, prior to its planned submittal. The proposed readiness assessment is scheduled between July 18, 2024, and August 26, 2024. The NRC staff plans to provide feedback to X-energy in a closed feedback meeting at the completion of the readiness assessment. The feedback meeting is being planned for the end of August 2024.
The readiness assessment will help the NRC staff and X-energy to identify information not included in the LTR which may be necessary for the NRC staff to determine that the LTR is sufficiently complete to perform the safety evaluation, along with interrelations between the content of the LTR and other submitted or planned technical reports, and matters addressed in the LTR which are novel, technically complex, or represent policy issues. It will also give the NRC staff an opportunity to become familiar with the content of the draft LTR.
The readiness assessment engagement plan (attached) provides the details and logistics of the readiness assessment activities. No regulatory decisions will be made as part of this NRC staff readiness assessment engagement with X-energy. The observations from the readiness assessment engagement do not predetermine whether the LTR will be accepted for review when submitted to the NRC.
