Comment-Gathering Meetings Purpose of the Meetings:
The purpose of this meeting is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's environmental review of the subsequent license renewal environmental report for Monticello Nuclear Generating Plant (Monticello), Unit 1, as documented in its draft site-specific environmental impact statement (EIS) and provide an opportunity for public comments on the NRC staff findings.
General Details:
The NRC held two public meetings to gather comments on the draft environmental impact statement for the subsequent license renewal for Monticello, Unit 1. The May 8th meeting was at 1 p.m. Central Time (CT) via Microsoft Teams. The May 15th meeting was at 6 p.m. CT at the Monticello Community Center. Both meetings followed the same agenda, beginning with a review of meeting ground rules and an introduction of the NRC staff, followed by a presentation by the NRC staff on the preliminary findings of the draft EIS. After the presentation there was an opportunity for the public to provide comments on the draft EIS.
Twenty-one people attended the meeting on May 8th. Twenty-four people attended the meeting on May 15. Participants included the NRC staff, members of the public, and local representatives.
Summary of Presentation:
The NRC staff presented an overview of the preliminary findings for the Monticello draft EIS. Northern States Power Company - Minnesota submitted its subsequent license renewal application for Monticello Nuclear Generating Plant, Unit 1, on January 19, 2023 (Agencywide Documents Access and Management System (ADAMS) ML23009A354)
Monticello, Unit 1, first issued a facility operating licenses, on January 1, 1981, and granted an initial renewed licenses on November 8, 2006. The current renewed license expires on September 8, 2030. If a license renewal is granted, it will be for an additional 20 years.
2 Jessica Umana, the environmental review project manager, provided an overview of the NRCs preliminary findings in the draft EIS and solicited comments from the public following the presentation. The presentation started with a brief discussion on the background of Monticellos licensing history. Then an overview of the environmental review was provided explaining the difference between a generic EIS and a site-specific impact statement. The definition of impacts to resource areas was provided and then the resource areas in the review were characterized as part of the summary for the preliminary findings. The presentation noted that the NRC does not make decisions in terms of whether a plant should continue to operate or what the ratio of types of power production should be in the United States. The primary finding in the draft EIS is that the adverse environmental impacts of subsequent license renewal for Monticello for an additional 20 years beyond the current expiration dates are not so great that its not unreasonable to preserve the option of subsequent license renewal for energy-planning decisionmakers. Staff closed the presentation with the presentation the upcoming milestones for the review and the methods for submitting their comments on the draft EIS.
The staff received many comments from the public requesting an extension on the comment close out date. Comments relating to climate change, tritiated water, and opposition to the licensing action were also received.
Staff reminded the public that the closing date for submitting comments was June 10, 2024, and in addition to providing comments at the two public meetings, comments can be:
(1) Mailed to Office of Administration Mailstop TWFN7A60M, U.S. Nuclear Regulatory Commission, Washington, DC 20555-0001; (2) Submitted online using the Federal Rulemaking website at regulations.gov (Docket ID: NRC-2023-0031); or (3) Submitted electronically by email to MonticelloEnvironmental.Resource@nrc.gov.

May 8, 2024, Meeting The virtual meeting was held on May 8, 2024, was attended by 21 external individuals.
External attendees at the public meetings included 10 personnel Xcel Energy, one member of Enercon and 10 members of the public. There were approximately 8 commenters during the virtual public meeting, comments included several topics: waste management, radiation standards, climate change, public water contamination and effects on public health, aging management, and tritium contamination to the river.
May 15, 2024, Meeting The in-person meeting held on May 15, 2024, was attended by 24 external individuals.
External attendees at the public meetings included 9 Xcel Energy personnel, one member of the Mille Lac Band of Ojibwe, one local official, one member of WCCO CBS Minnesota and 12 members of the public. There were approximately 6 commenters during the in-person public meeting, comments included several topics: waste management and legacy, radiation standards, climate change, public water contamination and effects on public health, public health and safety, aging management, tritium contamination, miscommunication, and trust of NRC and Xcel.

Action Items/Next Steps:
The NRC staff will review the comments received during the public commenting period as part of finalization of the Monticello EIS.
