Treatment of Greater-than-Green Performance Indicators Dan Merzke Assessment Lead NRR/DRO/IRAB July 17, 2024
- Commission approved staff recommendation to revise the treatment of GTG PIs such that they remain Action Matrix inputs until the objectives of the appropriate supplemental inspection have been satisfied.
- Staff revised IMC 0305, Operating Reactor Assessment Program, in 2023.
- When a licensee tripped a significance threshold for a PI, staff would immediately open a parallel PI finding with the same color as the PI which would act as the Action Matrix input until the supplemental inspection was satisfactorily completed.
Concerns Public website for the Plant Summary would indicate a GTG PI and a GTG parallel PI finding so that an assumption might be that there were 2 GTG inputs into the Action Matrix for that unit.
Staff documentation issues.
Resolution
- IMC 0305 draft revision issued for internal comment.
- Parallel PI finding would be open if/when the PI returned to Green before the supplemental inspection was completed.
- Single continuous input into the Action Matrix.
- Consistent with how parallel PI findings issued historically.
- Parallel PI finding would be closed (or the GTG PI would no longer count as an Action Matrix input) effective on the date of the exit meeting for the satisfactory completion of the supplemental inspection.
- Treatment of GTG PIs is still consistent with the treatment of GTG inspection findings.
