SUMMARY
OF THE MAY 29, 2024, U.S. NUCLEAR REGULATORY COMMISSIONS PUBLIC MEETING WITH THE NUCLEAR ENERGY INSTITUTE REGULATORY ISSUES TASK FORCE (EPID L-2024-NTM-0000)
On May 29, 2024, the U.S. Nuclear Regulator y Commission (NRC) staff held a public meeting with representatives of the Nuclear Energy In stitutes (NEIs) Regulatory Issues Task Force (RITF). The meeting was held in a hybrid format (i.e., attendance in-person, virtual, and teleconference) and all in-person attendees followed the protocols for visitors to NRC facilities with respect to NRC-sponsored events. The NRC meets biannually (every 6 months) with the NEI RITF to discuss current licensing topics. The objective of this meeting was to discuss regulatory issues associated with licensing and ov ersight. The meeting notice is available in the Agencywide Documents Access and Managemen t System (ADAMS) under Accession No. ML24144A257. The NRC staff began the public meeting with an introduction and explanation of logistical information. Mike King, NRCs Deputy Director of Reactor Programs, and Brett Titus, NEIs Director of Licensing, provided opening and closing remarks. The topics discussed during the meeting are summarized below.

Power Uprate Preparation
The NRC staff delivered a presentation on power uprates (PURs), including the development of a dedicated PUR project team, various initiativ es to promote agency-industry communication
and streamline the PUR approval process, and a timeline of upcoming events and meetings to help accomplish those goals.
Data Analytics and Trends for Operating Reactor Licensing
The NRC staff gave a detailed presentation on conti nuing efforts to implement data analytics in the operating reactor licensing space. Using data from as far back as 2018, multiple trends were analyzed with a particular focus on the effects of requests for additional information (RAIs) on overall licensing actions schedules.
Risk Informed Process for Evaluations
The NRC staff gave a presentation to assist licenses seeking to incorporate risk informed decision-making into their license amendment or exemption requests, including best practices such as information to include during a pre-submittal meeting.
Accident Sequence Precursor Program
The NRC staff provided updates to the Accident Sequence Precursor Program which in its modern form was established in 1998. This program has undergone major changes since 2006, including revisions to its analysis, review, and transmittal processes.
Treating Technical Specifications as Data
Through NEI, industry provided a presentation on a proposed change regarding the treatment of Technical Specifications (TS). To better manage administrative burden, the proposal is to ease the requirement to go through the license amendment process when making purely presentation changes to TS with no other substantive effect. This would make the use of TS in other media, such as electronics with varying screen sizes, simpler and without incurring additional resources from the licensee or NRC.
