S. Philpott Meeting Summary:

The U.S. Nuclear Regulatory Commission (NRC) staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ADAMS Accession No. ML21180A271). The main points of discussion during the meeting included:

The staff provided a brief recap of the previous workshops discussing the following:

o ARCOP conceptual cornerstone framework o

Inspection scoping options o

Inspection of manufacturers o

The proposed significance determination process (SDP) o Dispositioning manufacturer inspection findings The staff discussed the NRC Enforcement Policy and potential options for the ARCOP SDP including the following proposed flow charts:

o Initial screening for inspection issues of concern o

Dispositioning licensee findings o

Dispositioning non-licensed manufacturer findings o

Minor and more than minor determination o

SDP table The staff conducted an in-person afternoon session. During this session, the staff divided participants into two groups where they were given multiple examples of inspection issues and asked to use the proposed issue screening, more than minor, and SDP flowcharts to disposition the issue.

Participants were able to use the flowcharts to disposition issues consistent with the staffs intent of the examples. The staff did note the following during the exercises:

The proposed unique designs and deployment models will require knowledgeable, trained inspectors to ensure that they disposition issues consistent with the NRC principles of good regulation.

While the current fleet of operating reactor licensees is well versed in the how inspectors disposition issues, new vendors and licensees would benefit from additional workshops and training to solidify their knowledge and familiarity of the process.

Inspector training and guidance is needed to understand the Part 50 licensing process and how it will impact inspection planning and issue disposition.

Inspector guidance is needed on crediting design features that play an important role in fulfillment of fundamental safety functions when assessing the risk significance of issues, particularly for those features that are not subject to construction inspection like fuel design.

The NRC made no regulatory decisions during this meeting.
