REQUEST FOR FEDERAL EMERGENCY MANAGEMENT AGENCY CONSULTATION ON THE HOLTEC DECOMMISSIONING INTERNATIONAL, LLC PROPOSAL TO REVISE THE PALISADES NUCLEAR PLANT SITE EMERGENCY PLAN TO SUPPORT RESUMPTION OF POWER OPERATIONS
Dear Mr. Warnock:
By letter dated May 1, 2024, License Amendment Request to Revise the Palisades Nuclear Plant Site Emergency Plan to Support Resumption of Power Operations (Agencywide Documents Access and Management System Accession No. ML24122C666), Holtec Decommissioning International, LLC (HDI), on behalf of Holtec Palisades, LLC, requested U.S. Nuclear Regulatory Commission (NRC) approval of a proposed license amendment for the Palisades Nuclear Plant (PNP) Site Emergency Plan.
HDI proposes to revise the PNP Site Emergency Plan and emergency classification scheme to reflect the resumption of power operations at PNP.
In a letter dated March 13, 2023 (ML23072A404), HDI presented to the NRC a regulatory path to reinstate the power operations licensing basis allowing resumption of power operations through a series of licensing submittals. The HDI licensing amendment request is available in (ML24122C666) or can be accessed via the hyperlink below.

As a result, the proposed changes do not impact the ability of PNP to communicate with the offsite response organizations (OROs), nor the ability of the State and County response organizations to effectively implement their emergency plans.
The proposed changes to the PNP POSEP do not involve changes to this process, nor the communications network, and as a result, do not impact the June 25, 2024
T. Warnock ability of PNP to promptly notify and initiate coordination with the offsite authorities.
Per the Memorandum of Understanding between the Department of Homeland Security/Federal Emergency Management Agency (DHS/FEMA) and NRC, Regarding Radiological Response, Planning and Preparedness, (ML15344A371) dated December 7, 2015, FEMA has responsibility for determining the adequacy of offsite radiological emergency plans and preparedness and providing its findings to the NRC. As such, I am requesting FEMAs concurrence that the proposed PNP Site Emergency Plan does not have an unintended impact on offsite radiological emergency preparedness plans. Additionally, I am requesting that you provide us a draft FEMA interim finding report on the offsite radiological emergency plans for the PNP site and any requests for additional information by no later than October 25, 2024. Please contact me at your earliest opportunity if FEMA will not be able to meet this requested date for a response.
