NRC Power Uprate Review Preparation

NRC Power Uprate Forecast

Industry Survey results on power uprates found the following:

Greater than 50% of sites surv eyed hav e a lev el of interest/planning for one or more power uprates with a combined capacity increase of 2 G we.

Inflation Reduction Act production tax credits, along with the Civil Nuclear Credit program and Bipartisan Infrastructure Bill of 2021, hav e generated industry interest in power uprates.

3 NRC Power Uprate Experience

The NRC has approv ed approxi mately 170 power uprate amendments since 2000

We established processes to support those reviews

Data i ndi cates an i ncrease i n the resources and ti me requi red to conduct those reviews.

Given the forecast of multiple power uprate applications, we are in the process of identifying opportunities to improve and optimize our reviews.

Licensing Process Improvements Power Uprate Graded Approach/Risk 6 Assessment Working Group

The Power Uprate Graded Approach/Risk Assessment Working Group consists of NRC staff i ncludi ng project managers and experi enced staff from the techni cal areas affected by power uprate reviews. The working group meets bi-weekly to di scuss possi ble rev i ew enhancements

The working group has used data to determine the technical areas wi th the largest equi ti es i n prev i ous EPU rev i ews and are rev i ewi ng NRC gui dance and processes looki ng for ways to lev erage other rev i ews, ri sk i nsi ghts, project management tools, etc.

The issuance of WG recommendations to improve power uprate review process is scheduled for September.

Continued Engagement with Continued Process Stakeholders Adopt a Graded Approach I mprovements in Targeted Areas

  • Focus on safety significant
  • Evaluate PUR impact on
  • Environmental assessments systems/issues function or requirements and

  • Areas of small/large bin into:
  • Leveraging audits and analytical margin
  • System that require little or inspections
  • Areas where previous no review
  • Updating PUR guidance approvals can be leveraged
  • Systems modified to support
  • New or novel areas uprated power but unlikely
  • Potential linked amendments to impact nuclear safety.
