S. Philpott Meeting Summary:
The U.S. Nuclear Regulatory Commission (NRC) staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ADAMS Accession No. ML21180A271). The main points of discussion during the meeting included:
Construction lessons learned from previous construction inspection programs across multiple programs including reactors and fuel cycle facilities. Although these other programs provide valuable lessons learned, the staff noted that NPUF construction projects could be very different so not all the lessons learned may be applicable to all NPUF construction projects.
Key NPUF guidance. The staff provided a brief description of the changes made to the latest revision of Inspection Manual Chapter 2550, Non-Power Production and Utilization (NPUFs) Licensed Under 10 CFR Part 50: Construction Inspection Program (CIP), which was subsequently issued on May 16, 2024 and is available at the following link: https://www.nrc.gov/reading-rm/doc-collections/insp-manual/manual-chapter/index.html. The corresponding Inspection Procedures will be updated later this year.
Conduct of NRC inspections. The staff discussed the importance of communication regarding the construction schedule and changes to that schedule so that they can conduct inspections efficiently and effectively based on licensee construction activities.
No regulatory decisions were made as a result of this meeting.
