SUMMARY
BETWEEN U.S. NUCLEAR REGULATORY COMMISSION AND THE SOUTH CAROLINA STATE HISTORIC PRESERVATION OFFICE On May 17, 2024, a teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives from the South Carolina State Historic Preservation Office (SC SHPO). The purpose of the teleconference was to continue dialogue and consultation under Section 106 of the National Historic Preservation Act of 1966 (NHPA) related to NRCs environmental review of Dominion Energys application for the subsequent renewal of Virgil C.
Summer Nuclear Station (VC Summer) operating license. No members of the public were in attendance as this was a government-to-government meeting.
During the teleconference, NRC and SC SHPO staff discussed scoping comments, dated November 22, 2023, submitted by the SC SHPO to the NRC with respect to this undertaking (ADAMS ML23289A116), including:
Consultation with Federally recognized tribes Refinement of the area of potential effect (APE)
Eligibility of VC Summer for the National Register of Historic Places NRC staff confirmed that it has initiated consultation with Federally recognized tribes for this undertaking but has not received any comments to date. NRC staff also discussed that it is conducting an environmental audit and the APE identified in its letter to the SC SHPO, dated November 3, 2023 (ML23289A116), may be refined. If the APE is revised, all consulting parties will be notified via formal correspondence. Lastly, NRC and SC SHPO staff discussed the architectural survey commissioned by Dominion Energy and conducted by SEARCH, which June 21, 2024 Signed by Martinez, Nancy on 06/21/24 recommended that the 39 buildings and structures at the VC Summer site are not eligible for listing in the National Register of Historic Places. NRC and SC SHPO staff discussed that re-evaluation for eligibility could occur if future license renewals are pursued by Dominion Energy.
