Support for Environmental Assessment (EA) for Kairos Powers Hermes 2 Demonstration Plant - Docket ID NRC-2023-0138
Dear Commissioners,
On behalf of the East Tennessee Economic Council, I am writing to express our support for the Nuclear Regulatory Commissions preliminary Finding of No Significant Impact and decision to employ an environmental assessment (EA) rather than an environmental impact statement (EIS) with regard to Kairos Powers construction permit application for the Hermes 2 Demonstration Plant in Oak Ridge.
The EA approach aligns with our shared values of responsible development and innovation within the nuclear energy sector. We recognize that such a process will streamline environmental review while maintaining rigorous standards, thus facilitating timely advancement without compromising ecological considerations.
Kairos Power has already demonstrated its commitment to these values through its previous projects and interactions with regulatory bodies. The company's investment plans in East Tennessee - totaling upwards of $300 million - not only signify a leap towards clean and sustainable energy but also promise substantial economic growth and job creation within our community.
We acknowledge that Kairos Powers fluoride salt-cooled high-temperature reactor technology represents a significant step forward in carbon-free energy production, combining safety,
efficiency, and cost-effectiveness in ways previously unattainable. This project stands as an exciting progression following their initial successes.
Therefore, we stand by Kairos Powers efforts and commend the NRC for recognizing the appropriateness of an EA in this context. We believe that this course will enable both environmentally sound practices and meaningful community benefits through advanced clean energy technologies.
Thank you for considering our input on this matter. We are looking forward to seeing the positive impacts of the Hermes 2 Demonstration Plant come to fruition here in East Tennessee.
Sincerely, Tracy Boatner Tracy Boatner Tracy Boatner President & CEO ETEC 865-556-8043 tracy@eteconline.org East Tennessee Economic Council
