Meeting Summary The U.S. Nuclear Regulatory Commission (NRC) staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ML21180A271).
On April 23, 2024, the NRC staff held a public meeting with the Nuclear Energy Institute (NEI) to discuss American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (BPVC) Record 23-15, which addresses proposed alternate rules for non-destructive examination and testing of ASME BPVC Section III nuclear items commensurate with an items contribution to safety or risk. Participants included representatives from NEI, MPR Associates, Westinghouse, Curtiss Wright, and Holtec. The NRC staff began the public meeting with introductions and an explanation of logistical information.
During the meeting, representatives from NEI and MPR Associates provided a presentation covering the basis and motivation for ASME Code Record 23-15. Their presentation also covered the current status of ASME Code Record 23-15 and facilitated a discussion with NRC staff on various topics associated with prior NRC comments on Record 23-15. During the discussion, NRC staff indicated that they intend to capture a position on Record 23-15 in the next revision to Regulatory Guide 1.87, Acceptability of ASME Code Section III, Division 5, High Temperature Reactors', Revision 2 (ML22101A233). The Code Case authors indicated that they would consider the feedback provided by NRC staff during the meeting and potentially revise the Code Case leading up to the May ASME BPVC Code Week.
Topics discussed in more detail during the meeting include:
the scope of systems, structures, and components (SSCs) to be covered by Record 23-15, the definition of moderate energy piping for different reactor technologies, how the rules in Record 23-15 interface with other ASME BPVC rules associated with piping containing hazardous substances, the trade-offs between inspection and quality assurance and design allowables in Section III, Division 5 and Section VIII, consideration of augmented rules around the use of ultrasonic testing (UT) within Record 23-15, such as encoded UT and flaw acceptance criteria, clarification that Record 23-15 was revised earlier in 2024 to have ultrasonic inspection as an alternative to radiography only be applicable to piping and supports, but not
- vessels, the appropriate level of inspection sampling for this class of SSCs based on risk and safety significance, and topics of potential conditions if NRC staff endorses this Code Case in the future.
The public had an opportunity to ask questions of the NRC staff at the end of the meeting.
A representative from Curtiss Wright inquired about a report from the Electric Power Research Institute (EPRI) supporting Record 23-15. A response was provided that this was referring to EPRI report number 3002023907, titled Alternate Requirements for Construction of ASME Section III Division 5 Components Commensurate with their Contribution to Safety and Risk.
A representative from SMR, LLC inquired about the scope of these rules and whether they would be applicable to light water reactors (LWRs). A response was provided that this action is within ASME BPVC Section III, Division 5, which is only applicable to non-LWRs.
