What are the known technical or regulatory issues with the current version of the Regulatory Guide (RG)?
The U.S. Nuclear Regulatory Commission issued Revision 1 to RG 5.54 in June 2009. RG 5.54 provides guidance to power reactor licensees regarding the measures and methods that the staff considers acceptable for developing, implementing, and maintaining the safeguards contingency plans required by Title 10 of the Code of Federal Regulations (10 CFR) 73.55(c)(5) and appendix C to 10 CFR Part 73.

What is the impact on internal and external stakeholders of not updating the RG for the known issues, in terms of anticipated numbers of licensing and inspection activities over the next several years?
Provided that the industry uses an endorsed version of Nuclear Energy Institute guidance document 03-12 or Revision 1 to RG 5.54, the staff anticipates no impacts for internal or external stakeholders if Revision 1 to RG 5.54 is not updated.
During the next several years, the staff does not anticipate any licensing or inspection activities that would require an associated update(s) to Revision 1 to RG 5.54.
