I am working through the License Condition Changes portion of the SER. In Section 6, of the main document ML22284A150, Page 120, I ran across the following text: (see snap shot for page and context)

Because environmental media do not contain uranium exceeding 5% enrichment, decontamination cannot produce material exceeding 5% enrichment. Both the license possession limit stipulated in License Condition 8(B) and the note should be removed from License Condition 8.

Is there one document from the NRC or the CERT that states or implies that environmental media do not contain uranium exceeding 5% enrichment or is it conclusion from an amalgam of Final Status Surveys? I dont doubt it, but I sure would like to be able to concisely reference it.
