Oak Ridge, TN, 37830 Email:peter.newby.work@gmail.com General Comment I am writing in response to the Draft EA for Docket ID NRC-2023-0138.

I agree with the determination that the EA is sufficient to allow a construction permit to allow construction of a non-power test reactor termed Hermes on a 185-ac site in Oak Ridge, Tennessee. In particular, the ecological impact of building in an established nuclear-industrial community will be small, the long-established history of advancing nuclear technologies in the Oak Ridge, TN area is consistent with the long-term purpose of the Hermes project, and the socio-economic impact will be positive.

Furthermore, the long-term positive impact of deploying nuclear technologies to reduce our carbon footprint could be considered in future evaluations.
