Background:

Kairos Power LLC (Kairos) began pre-application engagement with the U.S. Nuclear Regulatory Commission (NRC) staff on its Kairos Power Fluoride-Salt-Cooled, High-Temperature Reactor (KP-FHR) in October 2018. In December of 2020, Kairos announced that the Hermes test reactor would be used to support future development of its KP-FHR.

By letter dated January 16, 2020, Kairos submitted TR KP-TR-005, Reactor Coolant for the Kairos Power Fluoride Salt-Cooled High Temperature Reactor (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20016A486). This TR provided key thermophysical properties for use in safety analyses. By letter dated July 16, 2020, the NRC staff approved the TR subject to Limitations and Conditions (ML20140A147). Limitation and Condition 4 pertains to performing confirmatory analyses to ensure referenced historical data is adequate and applicable to Kairos reactor designs. Kairos plans to submit an operating license (OL) application for Hermes per Title 10 of the Code of Federal Regulations (10 CFR), which will include the Hermes Final Safety Analysis Report (FSAR). TR KP-TR-005 will be a key reference in the Hermes and KP-FHR FSARs and its use will require that TR Limitations and Conditions are satisfied.

Purpose:

The purpose of this audit is for the NRC staff to gain a better understanding of Kaiross process to determine that referenced historical data is appropriate to use in safety analyses for the Hermes and KP-FHR reactor designs in accordance with TR KP-TR-005 Limitation and Condition 4.

Regulatory Audit The basis for the audit includes the following regulatory requirements: 10 CFR 50.34(a)(1)(ii)(D) and 50.34(a)(4).

Regulatory Audit Scope This audit will focus on information provided by Kairos on an online reference portal.

Information and Other Material Necessary for the Regulatory Audit The NRC staff is requesting access to internal documents associated with confirmation of thermophysical property data and correlations and their associated uncertainties. In addition, the staff is requesting any documents referenced in the evaluation of thermophysical property data that are not already available to the NRC staff. The staff request the following specific documents be made available:

Review of Flibe Thermophysical Property Legacy Data: Melting Point, Revision 0.

Review of Flibe Thermophysical Property Legacy Data: Density, Revision 0 Review of Flibe Thermophysical Property Legacy Data: Thermal Conductivity, Revision 0 Review of Flibe Thermophysical Property Legacy Data: Heat Capacity, Revision 0 Review of Flibe Thermophysical Property Legacy Data: Viscosity, Revision 0 Additional documents may be requested as needed.

Logistics To maximize NRC staff participation and provide Kairos with the time needed to make available all thermophysical properties data documents the audit will be conducted in two phases.0F1 Phase 1 Entrance Meeting May 29, 2024 Exit Meeting June 14, 2024 1 precise dates for Phase 2 are to be determined.

Phase 2 Entrance Meeting September, 2024 Exit Meeting November, 2024, Audit meetings will take place in a virtual format, using Microsoft Teams, or via other, similar platform. Audit meetings will be scheduled on an as needed basis after the entrance meeting and once the NRC staff has had the opportunity to review any documents placed in the online reference portal.

Special Requests The NRC staff requests that Kairos ensure that its technical staff are available to answer questions during the audit.

Deliverables At the completion of the audit, the audit team will issue an audit summary within 90 days after the exit meeting but will strive for a shorter duration. The audit summary will be declared and entered as an official agency record in ADAMS and be made available for viewing through the publicly available records component of ADAMS.
