To make it a true 2x2 there should be a choice of two choices for part 1 and two choices for part 2.

Correct distractors for the first part are lengthier and provide an additional reason for why they can be started (they are for areas outside of secondary containment). This additional statement is also cueing for the verbiage and makes the first part of these two significantly longer than the other two options. Question is considered Unsat due to the cueing in Distractors C and D Part 1. Removing this additional reasoning will result in the question becoming SAT.
