[External_Sender] Docket ID NRC-2023-0031 To whom it may concern, Cancer and birth defects are grievous problems. I know of far too many recently. Among them, two friends were recently diagnosed with Stage 4 masses near their body fluid systems. Just a coincidence?

We have reason to suspect theres a chance they may have drunk tritium water.

I urge you to deny Xcels request for a permit extension for Monticello. Our public agencies should be acting to protect us, not take risks with our health.

The risks of continuing to run an outdated nuclear plant are catastrophic. I urge you to step up to your public responsibility. Unfortunately, Xcels behavior regarding this plant and its leaks cause us to doubt their word. First they didnt notify the public of the leak. Then they immediately claimed there was no danger even before theyd completed their own investigation. Then they discovered twice as much had leaked as theyd announced.

Too much is at stake to take such risks!

The climate emergency argument to keeping the plant running is mute since mining and producing uranium for the plant is becoming increasingly more energy-demanding itself. It will make no energy-saving sense during the proposed extended licensing period. And the cost of the externality harm, including dealing with the piling of waste, will only increase.

Xcel's plan to continue operating the Monticello reactor until it is 80 years old is reckless and ignores the numerous age-related issues identified by federal regulators. We cannot afford to prioritize profits over public health and safety.

I urge the Nuclear Regulatory Commission to reject Xcel's application for a license extension for the Monticello reactor. I also ask that the comment period for this very weighty issue be extended so that the public has an appropriate opportunity to comment.

Sincerely, Amy Blumenshine, Missisissippi River water drinker 3156 Elliot Minneapolis, MN 55407
