On April 23, 2024, the U.S. Nuclear Commission (NRC) staff met with the Electric Power Research Institute (EPRI) for EPRI to present their technical justifications for proposed changes to the ISP withdrawal schedule outlined in Boiling Water Reactor Vessels Internals Program (BWRVIP)-86, Updated Boiling Water Reactor (BWR) Integrated Surveillance Program (ISP)
Implementation Plan, Revision 1-A (Agencywide Documents Access and Management System Accession No. ML131760082) and address any NRC concerns and/or questions about the changes. Enclosed is the meeting summary and the list of attendees.

Title:
Pre-Application Meeting Between the Electric Power Research Institute and U.S. Nuclear Regulatory Commission staff to discuss BWRVIP-86, Updated Boiling Water Reactor (BWR) Integrated Surveillance Program (ISP) Implementation Plan.

This was an Observation Meeting in which attendees had an opportunity to observe the U.S. Nuclear Regulatory Commission (NRC) performing its regulatory function or discussing regulatory issues. Attendees had an opportunity to ask questions of the NRC staff or make comments about the issues discussed following the business portion of the meeting; however, the NRC was not actively soliciting comments toward regulatory decisions at this meeting.
Purpose of the Meeting:
For Electric Power Research Institute (EPRI) members to present to the NRC staff the technical justifications for proposed changes to the BWR ISP withdrawal schedule outlined in BWRVIP-86, Revision 1-A (Agencywide Documents Access and Management System Accession No. ML131760082) and address any NRC concerns and/or questions about the changes.
General Details:
There were eleven NRC staff members, five EPRI members, four industry members, and no members of the public. The meeting began with introductions of the NRC staff and EPRI members.
Summary of Meeting:
According to EPRI, the purpose of this meeting was for the BWRVIP to present results, technical bases and recommendations for a revision to the remaining U.S. BWR fleet ISP(E) capsule withdrawal schedule and solicit the NRCs perspective and receptiveness on EPRIs approach. EPRI members explained that the number of specimens in the ISP(E) capsules is limited, so the BWRVIP would like to maximize the value of the capsules to provide BWR surveillance data to support operations greater than 80 years. EPRI members further stated that the plan is to preserve ISP(E) capsule specimens to the extent possible, rather than testing on a predefined schedule (i.e., one capsule every 20 years)
The NRC staff asked how the proposed program would work for supplemental subsequent license renewal capsules (SSLR) capsules who follow BWRVIP-321, Boiling Water Reactor Vessel and Internals Project Plan for Extension of the BWR Integrated Surveillance Program (ISP) Through the Second License Renewal (SLR), Revision 1-A (ADAMS Accession No. ML21152A130). EPRI members stated that under BWRVIP-321, plants would decide whether they need data, and if data is needed, the plants would test. EPRI members further stated that, under the proposed program, all the materials for SSLR capsule would be tested, but some of the ISP(E) capsules would not be tested. EPRI members explained that 80-year datapoints bound 60-year datapoints and make the 60-year datapoint unnecessary. The NRC staff stated that changing the BWR ISP for subsequent license renewal could impact commitments used to approve the SLR.
The NRC staff asked if the specimens being deferred are reconstituted and pointed out that reconstitution is an option that would help avoid running out of specimens. EPRI members stated that two of the specimens being deferred were reconstituted but would need to check on the remaining specimens.
The NRC staff commented that it would be helpful to have more information on where the limiting materials are among the datapoints already gathered and the datapoints planned. The NRC staff also commented that the ISP provides confirmation that embrittlement is being managed and it would be helpful to understand if the proposed program would be providing that continuous revalidation of the approach.
