Request for a Clarification Call Regarding QAPD TR RAI Responses Hi John, The staff has reviewed GA-EMS RAI responses sent by letter dated March 18, 2024. Below is a description of the issues and respective RAI responses for which the staff needs clarification:
Response to RAI 3 The RAI itself references the Nuclear Procurement Issues Corporation (NUPIC) and questions GA-EMS usage of NUPIC information given that they are not considered licensees. In its response, GA-EMS references NIAC which is a different organization than NUPIC. Not sure if this was intentional or if GA-EMS doesnt understand the differences between these organizations. Also, GA-EMS incorrectly state that RG 1.28 references NIAC. The staff would like GA-EMS to explain these inaccuracies.
Response to RAI 10 The intent of this RAI is for the staff to get a better understanding on the scope of the QAPD given that some Appendix B criteria would not necessarily apply to a QAPD supporting design activities. The changes proposed removes some activities in Section 1.1 of the QAPD however, it is not clear if GA-EMS would also remove the entire QAPD sections 3.9, 3.13 and 3.14.
Response to RAI 11 This RAI describes inconsistencies in the QAPD regarding its applicability. As part of its response, GA-EMS states: An update to the GA-EMS-QAPD will be made to remove subsection 3.18.2 Internal Audits. Not clear why is GA proposing to remove this entire section on internal audits which is an Appendix B requirement.
Response to RAI 12 Not clear if GA-EMS intends to modify the QAPD to make the clarifications to certain references identified by the staff.
The clarification questions are not technical; therefore, the staff would like to have a non-public clarification call to discuss with GA-EMS. Please let me know when a good time for GA-EMS is to meet with the staff next week. Give me a call if you have any questions.
