RESPONSE TO THE AUDIT OF THE U.S. NUCLEAR REGULATORY COMMISSIONS SAFETY INSPECTIONS OF CLASS II RESEARCH AND TEST REACTORS (OIG-24-A-07)
This memorandum provides the Office of the Inspector General (OIG) with the U.S. Nuclear Regulatory Commissions (NRCs) response to the seven recommendations in OIG-24-A-07, Audit of the U.S. Nuclear Regulatory Commissions Safety Inspections of Class II Research and Test Reactors, dated April 11, 2024 (Agencywide Documents Access and Management System Accession No. ML24102A254).
The NRC staff performs safety inspections at Class II research and test reactors (RTRs) in accordance with agency guidance. The staff evaluated OIGs findings and observations and agrees with the specific improvements to certain policies, procedures, and controls for managing those inspections. The staff had already identified many of the recommended actions during self-assessment activities. The Class II RTR inspection program is designed with sufficient flexibility to optimize the use of inspection resources and provide inspection commensurate with the safety significance of the RTR, as identified in the Atomic Energy Act of 1954, as amended.
The staff acknowledges OIGs important role in the NRCs oversight of RTRs and the importance of the OIG Audit findings.
