Supplemental Observations PSAR 13.6_Readiness Assessment_Phase 1.pdf Good Morning, Attached are supplemental NRC staff observations on draft PSAR Section 13.6 Security, that staff viewed in TVAs electronic reading room as part of the Readiness Assessment of the draft Clinch River CP application.

After all six phases of the Readiness Assessment are completed, NRC will transmit, via letter, a compilation of all final Readiness Observations on the Clinch River CP PSAR chapters and sections.

If TVA makes any future updates to the draft PSAR chapters and sections for follow up observations by NRC staff, please contact me, Greg Cranston or Sean Gallagher.

The added text of the 8th paragraph by PSAR Enclosure 2, Page 38 mentions that the implementing procedures, including testing and maintenance, will be developed and maintained in accordance with 10 CFR 50.54(p). The applicant should clarify the use of 10 CFR 50.54(p) as it relates to the implementing procedures above. Also on page 38, the applicant should add the regulation for 10 CFR 73.22 in addition to 10 CFR 73.21 for SGI handling. The applicant should remove the reference of 10 CFR 73.21 in the sentence for the handling of security-related information (SRI). The requirements of 10 CFR 73.21 and 10 CFR 73.22 are designated for SGI (and SGI-M for 10 CFR 73.21 and 10 CFR 73.23). SRI should fall under the requirements of 2.390.

Page 32, Table 13.4-101, Physical Security Program. The source requirement column states 10 CFR 50.34(c) twice. The applicant should clarify this replication.
