TERRAPOWER, LLC, - NOTICE OF INTENT TO CONDUCT SCOPING PROCESS AND PREPARE AN ENVIRONMENTAL IMPACT STATEMENT (EPID NUMBER: L-2024-LNE-0002)

Dear Mr. Wilson:

By letter dated March 28, 2024 (Agencywide Documents Access and Management System (ADAMS) package ML24088A059), TerraPower, LLC (TerraPower) submitted on behalf of US SFR Owner, LLC (USO), a wholly owned subsidiary of TerraPower an application for a Construction Permit for Kemmerer Power Station Unit, pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Domestic Licensing of Production and Utilization Facilities, and Section 103 of the Atomic Energy Act of 1954, as amended. Additionally, TerraPower submitted an Environmental Report (ER) (ML24088A072) in support of USOs Kemmerer Power Station Unit 1 CP application. As stated in a letter to you dated May 21, 2024 (ML24135A109), the U.S. Nuclear Regulatory Commission (NRC) staff determined that the application, including the ER, is acceptable for docketing and that the staff will proceed with its detailed technical review. This letter provides information related to the NRC staffs environmental review of the application.

The NRC staff has prepared a Notice of Intent (NOI) advising the public that the NRC intends to conduct a scoping process to gather the information necessary to prepare an Environmental Impact Statement (EIS) related to the review of the application for a CP.

Pursuant to 10 CFR 51.28, USO is invited to participate in the environmental scoping process.

As discussed in the NOI, the NRC staff is providing the public with the opportunity to participate in a public scoping meeting to be held on July 16, 2024. Meeting details will be available by June 25, 2024, at https://www.nrc.gov/reactors/new-reactors/advanced/who-were-working-with/applicant-projects/terrapower.html or at the NRCs Public Meeting Schedule website at https://www.nrc.gov/pmns/mtg. At this meeting, the NRC staff will present an overview of the safety and environmental review processes and describe how these processes will be implemented for the review of the CP application. The NRC staff will also provide members of the public an opportunity to provide comments.
