SUMMARY

OF MEETING BETWEEN THE U.S.

NUCLEAR REGULATORY COMMISSION STAFF AND THE CALIFORNIA STATE HISTORIC PRESERVATION OFFICE On March 20, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff meet with representatives from the California State Historic Preservation Office (CA SHPO) in Sacramento, CA. The CA SHPO is a consulting party pursuant to Title 36 of the Code of Federal Regulations Section 800.2(c)(1) regarding the proposed license renewal (LR) for Diablo Canyon Power Plant (DCCP) Unit 1 and Unit 2 and LR of the DCPP Independent Spent Fuel Storage Installation (ISFSI).

During the meeting, the NRC staff and CA SHPO representatives discussed NRCs LR, environmental and cultural resources review processes, development and history of DCPP, and anticipated next steps. The NRC staff shared that the DCPP LR is in the early phase of the review process and provided dates and methods available for engagement on the undertaking.

The CA SHPO shared some thoughts regarding future actions and their expectations. The CA SHPO representatives specifically stated that they would like to consider options to address the potential impacts due to continued operations and maintenance during the 20-year LR period and during decommissioning given that it is reasonably foreseeable.

Additionally, the NRC staff explained that the DCCP ISFSI LR is nearing the end of the review period.

CA SHPO also indicated that the age of the site documentation is important, if surveys are older than 10-15 years they may need to be updated, as the landscape and viewsheds may have changed. Additionally, surveys should consider all National Historic Preservation Act criteria, as well as tangible and intangible resources.
