SUMMARY
OF MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION STAFF AND THE SANTA YNEZ BAND OF CHUMASH INDIANS
On March 23, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a meeting with a representative from the Santa Ynez Band of Chumash Indians (Chumash). In response to a letter the NRC sent the Chumash on January 24, 2024, the Chumash requested to be a consulting party as part of the National Historic Preservation Act, Section 106 consultation regarding the proposed license renewal (LR) for Diablo Canyon Power Plant Unit 1 and Unit 2 (DCPP). The NRC staff will consult with them pursuant to Title 36 of the Code of Federal Regulations Section 800.2(c). Only the NRC staff and the Chumash representative were present.
During the meeting, the NRC staff discussed NRCs LR, environmental and cultural resources review processes, development, and history of DCPP and the DCPP Independent Spent Fuel Storage Instillation (ISFSI) LR undertaking and anticipated next steps. The NRC staff shared that the DCPP LR is in the early phase of the review process and provided dates and methods available for future engagement on the undertaking. Additionally, the NRC staff explained the schedule and next steps for the DCPP ISFSI LR.
The Chumash representative provided two copies of a book titled Chumash Renaissance by Paul H. Gelles and a list of tribal representatives that might be helpful during the DCPP review.
Unrelated projects occurring in the area were briefly mentioned (e.g., potential offshore wind projects and the proposed Chumash Heritage Nation Marine Sanctuary). Additionally, the Chumash would like to receive hard copies of the draft and final Supplemental Environmental Impact Statement when it is issued.
