LaSalle County Station Updated Final Safety Analysis Report (UFSAR), Revision 26 and Fire Protection Report (FPR), Revision 11 In accordance with the requirements of 10 CFR 50.71, "Maintenance of records, making of reports," paragraph (e)(4), Constellation Energy Generation, LLC (CEG) submits Revision 26 to the Updated Final Safety Analysis Report (UFSAR) for LaSalle County Station (LaSalle), Revision 11 to the Fire Protection Report (FPR).
The enclosed LaSalle UFSAR Revision 26 is being provided to the NRC in electronic format on EIE and is being submitted in its entirety, constituting total replacement copies. Also enclosed in electronic format on EIE, is the LaSalle Fire Protection Report (FPR), Revision 11, LaSalle Technical Requirements Manual (TRM) and LaSalle Technical Specifications Bases (TSB).
UFSAR pages changed as a result of this update are delineated with "REV. 26, APRIL 2024 in the footer. FPR pages changed as a result of this update are delineated with REV. 11 in the footer.
Changes to the UFSAR, FPR, TRM and TSB have been made under the provisions of 10 CFR 50.59, "Changes, tests, and experiments," 10 CFR 72.48, "Changes, tests, and experiments," and 10 CFR 54.37(b) "Additional records and recordkeeping requirements."

ATTACHMENT A LaSalle County Station UFSAR Revision 26 Change Summaries Page 1 of 2 LUCR-0422, Refuel Floor fire detection replacement, EC 623531 EC 631194 replaces existing ultraviolet (UV) detectors on the refuel floor with infrared (IR) detectors. Sections 9.5.1.2.2 and 9.5.1.2.3 were revised to document this replacement.
LUCR-0432, DG penthouse fire detection replacement, EC 631194 EC 631194 replaces existing ionization detectors in DG penthouse with heat detector. Section 8.3.3.2 was revised to document this replacement.
LUCR-439, Replace Lake Blowdown Flow Control Valve, EC 630376 EC 630376 replaced the existing lake blowdown flow control valve with an upgraded design to address environmental and aging conditions. Section 2.4.8.4 was revised to document this modification.
LUCR-441, U1 Drywell Fire Detector Abandonment Zone 1-16/1-16P, EC 633527 Revises UFSAR Section 9.5.1.2.2, 9.5.1.2.3, Figure 9.5-1 Sheets 9, 13, and 17. Texts and legends updated to reflect abandonment of U1 primary and secondary containment fire detection system.
LUCR-448, LLRT Reverse direction for 1(2)G33-F001 and 1(2)G33-F004, EC 633663 Updated UFSAR table 6.2-21 sheet 6 to document that Appendix J Reverse direction testing is allowed for 1(2)G33-F001 and 1(2)G33-F004 (Containment Penetration M-30).
LUCR-452, Appendix P Revision for Selective Leaching This change documents that one-time inspections for Selective Leaching in pre-PEO found two examples of selective leaching in a raw water environment. As a result, the site will implement a periodic inspection program. Update made to Appendix P, SectionA.2.1.22 UFSAR Appendix P, Table A.5-1, No 22.
LUCR-453, GNF2 and GNF3 Fuel Assembly Parameters This change updates GNF2 and GNF3 vertical accelerations to reflect design documentation.
Sections 3.9, 4.2, 15.8, 15.9, and Table 3.9-4a were revised.
LUCR-454, Appendix J Program References This change updates listed references to controlling documents for the 10 CFR 50 Appendix J Leak Rate Program. Technical Specification License Amendments 226/212 approved the updated references: NEI 94-01 Revision 3-A, and ANSI/ANS 56.8-2002. Section 6.2, Table 6.2-23, and Appendix P were revised.
LUCR-455, Structures Monitoring Program Inspection Frequencies This change updates the Appendix P Structures Monitoring Program description to address extension of frequencies for inspecting inaccessible areas.
LUCR-457, Unit 2 Reactor Vessel Bottom Head Drain Line replacement This change updates the UFSAR to match the implementation of a modification replacing the Unit 2 Reactor Vessel bottom head drain line. Tables 3.6-8 and 3.6-8, and Figures 3.6-16a and 5.4-6 were revised.
ATTACHMENT A LaSalle County Station UFSAR Revision 26 Change Summaries Page 2 of 2 LUCR-458, Control Rod Drop Analysis Incorporates license amendment 241 for Unit 2 Technical Specifications into UFSAR sections 4.3, 7.7, 15.4, and tables 15.4-2 and 15.4-5. This allows for greater flexibility in rod control operations during various stages of reactor power operation.
LUCR-459, Pressure-Temperature Limits This change incorporates license amendments for Unit 1 and Unit 2 updating the Technical Specification Pressure-Temperature Limits Curves to support operation through 54 EFPY.
Sections 4.1, 4.3, 5.2.3.3.1, 5.2.6, Table 4.3-2a, and Appendix P were revised.
LUCR-460, Fire Station Hose Strategy This change updates UFSAR section 9.5 to reflect removal of hoses from fire hose stations, to be replaced by high-rise packs to be deployed by the fire brigade.
LUCR-461, Corporation Name Change This change updates UFSAR sections to replace citations of Exelon with Constellation as reflected in license amendments 254 for Unit 1 and 240 for Unit 2.
LUCR-462, Criticality Analysis This change supports the storage of GNF3 fuel in the LaSalle Unit 1 and Unit 2 spent fuel pools and new fuel vault, utilizing new criticality methodology. The new methodology was approved in License Amendments 257 for Unit 1 and 243 for Unit 2. UFSAR Section 9.1 was revised.
LUCR-463, Unit 2 Cycle 20 Reload Evaluation This change updates UFSAR sections 4, 6, and 15 to support the Unit 2 Cycle 20 fuel reload.
The changes include reference updates, removal of information already incorporated by reference, and correction of labels in Section 6.3 Figures.
LUCR-464, Diesel Generator Air Intake System This change updated UFSAR Section 9.5.8 to correct a mis-statement regarding presence of a restriction indicator on the diesel generator air intake filter.
LUCR-468, Reactor Protection System Instrumentation Cable This change updates UFSAR Sections 3.2 and 7.2 as allowed by Unit 1 License Amendment 258. The change supports non-seismic routing of a Reactor Protection System instrumentation cable until startup from refueling outage L1R20.
LUCR-469, Frequency of Charcoal Filter Deluge System Testing This change adjusts the Appendix P frequency of air tests on deluge systems supporting charcoal filter units from annually to when the charcoal unit is open and deluge lines are available. The frequency of visual inspections of all charcoal filter unit deluge nozzles will be changed to when the charcoal unit is open and the deluge lines are uncovered.
LUCR-470, Documentation Reference Implementation Date This is an editorial change to correct the document date of Reference 10 in Section 9.1.5.
LUCR-472, Suppression Pool Downcomer Allowable Stresses This change implemented License Amendment 262 for Unit 1 and 247 for Unit 2. The revision enabled use of plastic section modulus properties in analysis of the suppression pool lower downcomer braces.
ATTACHMENT B LaSalle County Station FPR Revision 11 Change Summary Report Page 1 of 1 FDRP Description LF2018-002 LF2018-002 revises the Fire Protection Report (FPR) in accordance with EC 623531, Upgrade Refuel Floor Area Fire Protection Panel and Detectors. EC 623531 replaces the existing ultraviolet (UV) detectors installed in the refuel floor area with infrared (IR) detectors.
LF2020-002 LF2020-002 revises FPR Sections in accordance with EC 631194, for replacement of DG Penthouse Fire Detectors to Heat Detectors.
LF2020-004 LF2020-004 revises the FPR for the implementation of the hose removal strategy per EC 633169.
LF2021-003 LF2021-003 revises the FPR for modification EC 633527 for U1 Drywell Fire Detector Abandonment Zone 1-16 / 1-16P in accordance with LS-AA-128 screening and Regulatory Guide 1.189 Rev. 3 requiring detection only in non-inerted containments. LaSalles containments (U1/2) are inerted.
LF2023-001 LF2023-001 revises the FPR to correct an outdated reference to RP procedure RP-LA-825-1002. This procedure describes aspects of Self-contained breathing apparatus (SCBA) equipment that is now contained in RP procedure RP-LA-825-1012.
LF2023-002 LF2023-002 revises the FPR to add clarity and update section 14-9 to state that fog nozzles are not stored on the refuel floor, but they are permitted for use for fires not in the new fuel area.
LF2023-003 LF2023-003 revises the FPR Section H.4.2.9.1 Fire Subzone 2E1 of the Safe Shutdown Analysis (SSA) to add clarity.
ATTACHMENT C LaSalle County Station 10 CFR 50.59 Evaluation Summary Report Page 1 of 1 L23-027, Temporary Replacement of Degraded Cable 1RP038 This evaluation addressed temporary replacement of a degraded cable providing the signal associated with the Unit 1 Turbine Control Valve Fast Closure B1 Scram Signal. The condition was discovered while the unit was online, and the faulted cable could not be replaced using the original routing due to difficulty of access and high temperatures while online. Cable testing identified a degraded insulator resulting in a half-scram condition. A temporary routing was developed but did not meet the Seismic Category I requirements per LaSalles design criteria.
Summary of Conclusion for the Activitys 50.59 Review The 50.59 Evaluation concluded that prior NRC approval was required. A License Amendment Request was submitted and on 3/22/2023 Unit 1 License Amendment 258 was approved. This amendment enabled a temporary non-seismic routing for the affected Reactor Protection System cable.
ATTACHMENT D LaSalle County Station 10 CFR 72.48 Evaluation Summary Report Page 1 of 1 There were no 10 CFR 72.48 evaluations performed for LaSalle County Station during this reporting period.
ATTACHMENT E LaSalle County Station 10 CFR 54.37(b) Aging Management Review Summary Page 1 of 1 In accordance with 10 CFR 54.37(b) and the guidance specified in Regulatory Issue Summary 2007-16, Revision 1, "Implementation of the Requirements of the 10 CFR 54.37(b) for Holders of Renewed Licenses," the UFSAR update required by 10 CFR 50.71 must include any Structures, Systems or Components (SSCs) newly identified that would have been subject to an aging management review or evaluation of time-limited aging analyses in accordance with 1 0 CFR 54.21. This UFSAR update must describe how the effects of aging will be managed such that the intended function(s) in 10 CFR 54.4(b) will be effectively maintained during the period of extended operation.
The 10 CFR 54.37(b) review of changes to the plant Current Licensing Basis covered the period of December 4, 2021 to February 1, 2024. The review included:

Therefore, there are no associated updates required to the LaSalle UFSAR and Aging Management Programs.
