NRC Presentation Decommissioning Activities Palisades Restart Panel Licensing Activities Environmental Review Potential Restart Assessment and Inspections

Decommissioning Activities Decommissioning inspections continue to ensure site safety.

No significant delays in major decommissioning milestones due to potential restart.

NRC confirms sufficient funds are available in the decommissioning trust fund for future decommissioning of the site.

Oversees regulatory activities Provides management for licensing and inspection activities Proactively identifies and promptly resolves any challenges regarding restart Focus on communications Palisades Restart Panel

Licensing Activities Existing licensing processes are being used to review and evaluate potential restart.

Safety reviews of restart-related licensing actions are ongoing.

NRC staff will make efficient licensing decisions that ensure safety.

Environmental Review The NRC and other federal agencies are required by the National Environmental Policy Act (NEPA) to assess the environmental effects of proposed actions before making decisions.

Conclusions of the NRCs assessment of the environmental and related social and economic effects will be made publicly available.

The NRCs review will encompass many environmental laws such as the Clean Water Act, Clean Air Act, Endangered Species Act, and others.

This process involves public participation.

Describe the affected environment (baseline conditions) for each resource area.

Determine the consequences of the proposed action on resource areas (impact level).

Analyze alternatives to the proposed action.

Typical Resource Areas Analyzed in NRCs NEPA Reviews NRC NEPA Review Process Analyze cumulative impacts from past, present, or reasonably foreseeable future actions.

Potential Restart Inspection and Assessment New guidance will provide a roadmap for potentially transitioning a decommissioning reactor to an operating plant.

This guidance includes details on:

- The Restart Panel

- Identifying and developing pathway for transition from decommissioning to potential operations

- Conducting inspections and reviews

- Outlining NRCs final assessment of plants readiness to restart operations

Potential Restart Inspection and Assessment NRC Region III will develop and implement an inspection plan to assess the plants readiness to resume operations.

Inspections will be conducted to assess all areas of plant safety.

Inspections will assess previously approved programs and new programs.

These inputs are critical for the NRCs final evaluation of the plants readiness to restart.
