Dear Mr. Revesz:
The U.S. Nuclear Regulatory Commission (NRC) is proposing to republish 16 of its Privacy Act system of records notices as a result of this comprehensive review. Three of the system notices include proposed revisions that require a period for public comment: NRC 37, Information Security Files and Associated Records; NRC 44, Employee Fitness Center Records; and NRC 46, Health Emergency Records. The proposed modifications include updating authorities, purpose, categories of records, record source categories, storage of records, routine uses, and various minor updates. The revisions to other republished system notices include minor corrections and administrative changes that do not meet the threshold criteria established by the U.S. Office of Management and Budget (OMB) for either a new or altered system of records.
For NRC-37, the NRC is revising the notice to clarify the purpose of the system, the categories of records in the system, the record source categories, and the practices for storage of records. For NRC-44, the NRC is revising the notice to remove duplicate system locations from regional offices. For NRC-46, the NRC is clarifying the purpose of the system and updating the authority for maintenance of the system, categories of individuals covered, categories of records, the record source categories, and the routine uses and storage of records. As a result of these proposed changes, the NRC is republishing and seeking public comment on these proposed revisions.
In accordance with the guidance in OMB Circular No. A-108, Federal Agency Responsibilities for Review, Reporting, and Publication under the Privacy Act, reissued December 23, 2016, the NRC is enclosing copies of the narrative statement and proposed system of records notices.
The agency has also sent copies of these documents to the Chairman of the Committee on Homeland Security and Governmental Affairs of the U.S. Senate and the Chairman of the Committee on Oversight and Accountability of the U.S. House of Representatives for a 30-day review period.
