ADDENDUM TO THE U.S. NUCLEAR REGULATORY COMMISSION STAFF REVIEW OF THE U.S. DEPARTMENT OF HOMELAND SECURITY CONSULTATION REPORT FOR HERMES NON-POWER TEST REACTOR CONSTRUCTION PERMIT APPLICATION SUBMITTED BY KAIROS POWER LLC REGARDING HERMES 2 As required by the Energy Policy Act of 2005, Section 657, Before issuing a license for a utilization facility, the Nuclear Regulatory Commission [NRC] shall consult with the Department of Homeland Security concerning the potential vulnerabilities of the location of the proposed facility to terrorist attack.
To meet the Section 657 requirement, the NRC initiated two consultations with the U.S. Department of Homeland Security (DHS) for Kairos Power LLC (Kairos).
On April 20, 2022, the NRC initiated a consultation with the DHS for the Hermes Non-Power Test Reactor Construction Permit (CP) application. The NRC received the DHS consultation report on February 22, 2023, which identified potential vulnerabilities and provided observations.
On October 10, 2023, the NRC initiated a second consultation with the DHS for the Hermes 2 CP application. Hermes 2 is a two-unit non-power test reactor facility to be located on the same site as Hermes. The NRC received the DHS consultation for Hermes 2 in January 2024, as an addendum to the original Hermes consultation report.
The NRC staff has reviewed the information in this updated consultation report which completes the consultation process between the NRC and DHS for Hermes 2.
