OF THE DECEMBER 6, 2023, PARTIALLY CLOSED MEETING WITH WESTINGHOUSE ELECTRIC COMPANY, LLC.,
REGARDING THE ADVANCED LOGIC SYSTEM V2 SURVEILLANCE ELIMINATION TOPICAL REPORT PRE-SUBMITTAL On December 6, 2023, the U.S. Nuclear Regulatory Commission (NRC) staff held a partially closed meeting with Westinghouse Electric Company, LLC., (Westinghouse) to discuss Westinghouses Advanced Logic System (ALS) v2 Surveillance Elimination Topical Report. The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession Number ML23334A223, and the slides of the presentation can also be found in ADAMS (ML23339A095).
The purpose of the meeting was to provide an opportunity for Westinghouse representatives to provide an overview of the topical report that was planned to be submitted in the near future.
This topical report provided Westinghouses methodology and justification on eliminating certain Technical Specifications (TS) of the Surveillance Requirements (SR) that are related to the ALS platform.
Thomas Tweedle of Westinghouse led the discussion of the overview of the topical report.
During the open portion of the meeting, Westinghouse clarified that this report, similar to the previous ALS v2 Topical Reports, was not intended to be specific to the eVinciTM design but for a general purpose. Westinghouse suggested that any application that uses the ALS v2 platform will be able to use this proposed methodology. The topical report reference NUREG-1431, Standard Technical Specifications Westinghouse Plants - Volume 1, Specifications, is an example of the SR types that could be eliminated using the information in the report.

M. Wentzel Westinghouse stated that the proposed changes mentioned in the topical report will allow for longer plant operations and less human interactions without reducing safety. One of the mentioned justifications was that the use of digital instrumentation and the components safety system, such as the ALS v2 based safety system, were not accounted when deciding what SRs and the respective frequencies should be included in the TS.
Westinghouse proposed to eliminate the following TS SRs:

Channel Checks 2.
Channel Operational Test 3.
Actuation Logic Test 4.
Response Time Testing The closed session of the meeting was an opportunity for addressing questions from the NRC staff that involved proprietary information. The closed session of the meeting was brief as it worked as a walkthrough of the content of the report and no significant questions or comments were raised. There were no slides for the closed session of the meeting.
Amanda Spalding of Westinghouse stated that the estimated date for submitting the topical report to the NRC staff was by the last week of December 2023.
