MEMORANDUM TO:

Brian Smith, Director Division of New and Renewed Licenses Office of Nuclear Reactor Regulation FROM:

Michele Sampson, Director Division of Engineering Office of Nuclear Regulatory Research

SUBJECT:

IMPENDING PUBLICATION OF ANL-24/10: EVALUATION OF EDDY CURRENT SIZING CAPABILITY FOR PWSCC AT THE EXPANSION REGIONS OF STEAM GENERATOR TUBES The Division of Engineering (DE) of the Office of Nuclear Regulatory Research (RES) has completed the enclosed technical letter report (TLR) entitled, Evaluation of Eddy Current Sizing Capability for PWSCC at the Expansion Transition Regions of Steam Generator Tubes under contract with Argonne National Laboratory (ANL). This TLR fulfills the deliverable for Subtask Task 1.2 of NRR-2018-007, Steam Generator Tube Integrity Program - Technical Assistance on Eddy Current Inspection Procedures for Steam Generator Tubes (ADAMS Accession No. ML18162A333).

The purpose of this TLR is to summarize the results of cumulative research performed at ANL to assess the accuracy of the magnetically biased +PointTM (+Pt) probe, commonly used to estimate the size of stress corrosion cracks that might be present in the expansion transition region of steam generator (SG) tubes. A series of evaluations were carried out to determine the accuracy of different depth sizing methods based on the eddy current (EC) signal phase angle and signal amplitude. Data collected on the specimens before and after removal of the tube sheet collar were included in these evaluations. The EC sizing accuracy was evaluated by comparing the nondestructive examination (NDE) results to destructive examination (DE) results. An assessment of sizing accuracy was also made based on the correlation between NDE and DE structural parameters. The ability to profile the depth of a crack along its length is important for assessing the structural and leakage integrity of SG tubes. This TLR will assist the staff in evaluating the effectiveness of NDE uncertainties assumed by industry when performing flaw evaluations that support a plants condition monitoring and operational assessment.

Staff representatives from the Division of New and Renewed Licenses in the Office of Nuclear Reactor Regulation have reviewed a draft of this TLR and the enclosed final TLR reflects the resolution of their comments.

RES established an online quality survey to collect feedback from user offices on the usefulness of RES products and services. This survey can be found online at the RES Quality Survey. I would appreciate the responsible manager or supervisor completing this shortabout 5 minutessurvey within the next ten working days to present your offices views of the delivered RES product.

If additional information is required, or there are any concerns with the impending public release of this TLR, please contact Isaac Anchondo-Lopez of my staff at isaac.anchondo-lopez@nrc.gov.
