NRC Public Meeting

ADAPTING TO A CHANGING LANDSCAPE

  • This public meeting is being held to inform external stakeholders about the NRC's efforts to evaluate its BSSDP and determine whether any aspects of the process can be improved or further risk-informed.
  • After todays presentation, you should have a better understanding of where we are at in the process and will be given an opportunity to provide feedback on any information shared.

Meeting Purpose

  • The BSSDP is a process used by the NRC to evaluate the significance of security findings at reactor sites.

What is the BSSDP?

ADAPTING TO A CHANGING LANDSCAPE The BSSDP was created in 2004 to assess findings associated with physical protection, contingency response, access authorization, and access control. Since then, the BSSDP has undergone several revisions to add or improve methods of assessing different types of security findings such as:

  • Material control and accounting (2008)
  • Protection of safeguards information (2012)
  • Protection of unattended openings intersecting security boundaries (2015)
  • Target sets (2018)

A History of Improvements

ADAPTING TO A CHANGING LANDSCAPE In 2023, NRC staff began reviewing the BSSDP to determine whether any aspects of the tool can be improved or further risk-informed.

A working group (WG) of subject matter experts from various NRC offices is currently taking a phased approach to reviewing the BSSDP.

WG Phase I (Jan-June 2024)

  • Evaluate data collected on the current BSSDP (e.g., survey responses, finding reviews, etc.)
  • Identify areas for improvement and present options WG Phase II (TBD)
  • If needed, the second phase of the effort will develop changes to enhance the BSSDP Current BSSDP Evaluation Efforts

  • In 1991, the Commission established NRCs Principles of Good Regulation to focus the agency on ensuring safety and security while appropriately balancing the interests of NRCs stakeholders, including public and licensees.

ADAPTING TO A CHANGING LANDSCAPE The NRC will engage internal and external stakeholders during the process to solicit feedback.

Internal stakeholders including NRC Office Directors, Regional Administrators, and Division Directors, and security inspection staff.

External stakeholders including NRC licensees, industry representatives and members of the public.

Stakeholder Engagement

ADAPTING TO A CHANGING LANDSCAPE Any modifications to the BSSDP will ensure that the tool continues to provide clear and reliable methods for screening security findings, consistent with the NRC's Principles of Good Regulation.
