INVITATION TO PARTICIPATE IN THE 36TH REGULATORY INFORMATION CONFERENCE (RIC)
On behalf of the U.S. Nuclear Regulatory Commission (NRC), it is my sincere pleasure to invite you to participate in the 36 th Regulatory Information Conference (RIC) as a presenter in the session titled, Innovations in Advanced Reactor Construction Oversight, to take place on March 13, 2024, from 3:30 pm to 5:00 p.m.EST. This year, the RIC will be a hybrid event March 12-14, 2024, with in-person attendees at the Bethesda North Marriott Hotel and Conference Center and virtual attendees participating remotely by accessing the RIC conference platform.
As the NRC continues its transformation journey to be a modern, risk -informed regulator, we are excited to bring new innovations to the RIC! This years theme is Adapting to a Changing Landscape. This panel session, chaired by Robert Taylor, Deputy Director for New Reactors, Nuclear Reactor Regulation, NRC, will focus on the framework the staff is developing for new and advanced reactor construction oversight. This framework applies construction oversight experience and leverages lessons from past construction projects such as the Vogtle Electric Generating Plant Units 3 and 4, the SHINE Technologies, LLC, facility, and current NRC inspection programs. Staff will discuss major components of the current construction reactor oversight process and non-power production and utilization facilities construction oversight program, lessons learned from implementation of these programs, and how the NRC proposes to structure the Advanced Reactor Construction Oversight Program (ARCOP) based on previous experience and new innovations. External panelists are asked to discuss the following, as relevant to their areas of expertise and authority:
- The need for construction oversight to be flexible and risk -informed so that it is commensurate with advanced reactor safety profiles,
- Research in digital monitoring technologies aimed at optimizing oversight by owners and regulators, and
- International collaboration to enhance advanced reactors and SMRs construction oversight
- Applying lessons learned from AP1000 construction oversight
- Contrasting modern construction strategies with those for previous generation reactors
