Dear Chairman Carper:
June 24, 2024 On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am transmitting the calendar year 2023, "Report to Congress on the Security Programs for Operating Commercial Nuclear Power Reactors and Category I Fuel Cycle Facilities: Results and Status Update."
Section 170D.e of the Atomic Energy Act of 1954, as amended, requires the NRC to submit a report to Congress, in both classified (if needed) and unclassified form, that describes the results of each security response inspection conducted at NRG-licensed facilities during the previous year. For calendar year 2023, there are no items to report that contained classified information.
This report includes a comprehensive overview of the combined results of the security inspection programs for calendar year 2023. To aid in understanding the context of how the NRC conducts inspections, this report also provides descriptions and programmatic status updates for relevant security programs, including the Reactor Oversight Process, security inspection programs for nuclear power plants and Category I fuel cycle facilities, and a description of the NRC's force-on-force inspection program.
During calendar year 2023, the NRC conducted 184 security inspections at operating commercial nuclear power plants and Category I fuel cycle facilities with a combined total of 168 inspection findings. Of these findings, 166 were of very low security significance. These inspections included 18 full triennial force-on-force inspections at nuclear power plants. discusses security program activities and the publicly-available results of security inspections conducted by the NRC at nuclear power plants and Category I fuel cycle facilities. discusses the non-public results of the security inspections conducted at those facilities. Whenever a finding is identified during a security inspection, the NRC ensures that the licensee implements adequate compensatory measures until the problem is corrected.
