Nuclear Regulatory Commission (NRC) Audit on the Tennessee Valley Authority (TVA) Early Excavation Exemption Request for the Clinch River Nuclear Site Additional Information Need During the NRC-TVA March 5, 2024, virtual audit pertaining to geologic and geotechnical information on TVAs early excavation information request for the Clinch River Site (ADAMS Accession No. ML24058A144), the NRC staff noted that more information related to the excavation activities and processes would be needed to support the safety review.
NRC staff needs to better understand of how TVA intends to address ESP-006 permit conditions and COL action items that could be associated with the excavation process. The staff also requests a written strategy or explanation for the excavation process that should include excavation decision points. Specifically, decision points for conditions such as large voids, unexpected geologic features and water infiltration, etc., that could affect the proposed excavation process, require additional mitigation measures or alter the excavation approach in such a way that might require NRC approval, observation or inspection.
