Dear Mr. Brenner:
On December 8, 2023, you submitted a letter on behalf of SMR, LLC, A Holtec International Company (Holtec), with enclosures containing a White Paper and a document with additional technical details regarding the Limited Work Authorization (LWA).1, 2, 3 This topic was discussed during the November 1, 2023, public meeting.4 Your letter requested a written NRC staff assessment of the enclosures described below:

Shortly after reviewing the request in your letter, the NRC staff confirmed with you that the NRC staffs assessment should focus on the information in the White Paper found in Enclosure 1, and not the detailed possible LWA activities in Enclosure 2.
The NRC staff has researched the topic provided in the subject White Paper in Enclosure 1 and the enclosure of this letter provides the NRC staff detailed feedback for SMR (Holtec) to consider.
