OKLO INC. - U.S. NUCLEAR REGULATORY COMMISSION STAFF FEEDBACK AND OBSERVATIONS ON THE OKLO WHITE PAPER FOR PRE-APPLICATION ENGAGEMENT, CONSIDERATIONS FOR INCLUDING PRINCIPAL DESIGN CRITERIA IN THE LICENSING BASIS IN 10 CFR PART 52
Dear Mr. Moore:
By letter dated October 31, 2023 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23304A212), Oklo Inc. (Oklo) submitted a white paper, Considerations for Including Principal Design Criteria in the Licensing Basis in 10 CFR Part 52, for the U.S. Nuclear Regulatory Commission (NRC) staffs feedback and observations.
The white paper describes, from historical perspective, the principal design criteria (PDC) and the General Design Criteria to which the PDC of the current fleet conform and compares the relationship of the PDC to the licensing bases of both construction permits and operating licenses issued under Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Domestic licensing of production and utilization facilities and combined licenses issued under 10 CFR Part 52, Licenses, certifications, and approvals for nuclear power plants. Oklo also provided specific questions that it wanted the NRC staff to address in its feedback.
The enclosure to this letter provides the NRC staffs feedback and observations on the October 31, 2023, white paper for Oklo to consider as part of any future submittal that may address this topic.
