Dear Dir. Warden:
Enclosed are two export license applications, XSOU8860 and XSOU8861, recently received by the U.S. Nuclear Regulatory Commission (NRC). They are from different applicants but substantially similar in their export requests.
XSOU8860 was accepted by the NRC on February 13, 2024, from Edlow International Company. It requests the export of up to 8,500,000 kilograms of natural uranium in the form of uranium hexafluoride for enrichment services in Russia.
XSOU8861 was accepted by the NRC on February 29, 2024, from ALARA Logistics. It requests the export of up to 8,500,000 kilograms of natural uranium in the form of uranium hexafluoride for enrichment services in Russia.
Please also note that both applications indicate the natural uranium could have origins and/or obligations from numerous countries.
Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested exports meets the applicable criteria in the Atomic Energy Act of 1954, as amended.
