For the immediate safety issues after approvals, have 2 members of the board of directors selected by the worker's union(s). The people living and working at the plant will be on the front line and an ever vigilant set of eyes and ears making the safety-minded members of the board aware of problems. Because they will live in the area, they will also be very sensitive to public safety issues and can serve as early warning whistle-blowers if the board decides to put profits over safety.
The nuclear industry has exceptional long-term safety issues because it must insure safe storage of its spent fuel for at least a few hundred, if not a thousand years. Unless there is a realistic solution which takes into account wars, earthquakes and other unlikely events, I suggest that the money spent on maintaining the plant be funneled into Thorium based nuclear reactor research and development. Thorium based nuclear reactors will eliminate the long-term nuclear waste problem.
