[External_Sender] Significant issues in Diablo Relicensing Thank you for the opportunity to comment on issues that should be addressed in the Diablo relicensing environmental review.

1. Seismic safety: Evidence related to the danger of an earthquake-caused accident at Diablo Canyon should be analyzed thoroughly, including recent evidence of the presence of vertical thrust faults, which would result in extensive ground motion.
2. Obstacles presented by Diablo NPP to the development of alternative energy sources, due to the operations of the plant limiting uploading access to the grid by renewable resources.
3. Changing outlook of the need for the extended operation of Diablo Canyon -With more than 8,500 MW of energy storage capacity in the state, and more being added each year, along with up to 5,000 MW of demand response, California is well-positioned to ensure grid reliability without the extended operation of Diablo NPP.
4. Cost - California taxpayers will bear the burden of the costs of the extended operation of Diablo Canyon NPP. The $500+ Diablo would take from the pockets of California families that would be better spent, for example, on healthy, environmentally-friendly food, food that local organic/sustainable farms struggle to offer to consumers at an affordable price. Five hundred dollars translates into over $10 of food per person per month in a four person family. Imagine how much difference having more money for food, clothing, health and hygiene supplies, or even a book a month, can mean to a child who shouldnt have to pay for an unneeded power plant. The cost to families should be considered in the environmental review.
5. The embrittlement of The Unit 1 Reactor Pressure Vessel presents safety risks, and most particularly to local families who would be paying for this safety risk to be allowed to continue.

PG&E and NRC technical staff have allowed the safety risks to go unchecked and these risks should be thoroughly explained in the environmental review.

6. The Once-Through Cooling system at Diablo Canyon, in violation of federal law, daily circulates 2.5 billion gallons of seawater and releases the water back into the ocean 20 degrees warmer, annually killing more than one billion fish. This destruction of the biodiversity that humans will depend on to solve climate change must be reviewed for the public.
7. Toxic waste-again, an impossible tax on children and many, many future generations. There is no environmentally safe way to store toxic waste and the generation of even more of the high level radioactive waste, which, coupled with the seismic dangers, should be thoroughly analyzed in the environmental review.

The findings on seismic safety and embrittlement, toxic waste, cost to families, the killing of marine life occurring in the once-through cooling system, and the clear alternatives for alternative energy that will be hindered by extended Diablo operations should be thoroughly analyzed both as single and cumulative impacts and and presented in a clear, honest, and understandable format to the public that will live with (or die from) the extended operation of the Diablo Canyon Nuclear Power Plant.

Sincerely, Dolores Howard Resident, Paso Robles
