Dear NRC commissioners,
May I direct your attention to the history of the NRC and the meeting that took place on March 19th, 2013. It was a public meeting presented as a webinar regarding the Palisades Nuclear Power Plant. From the transcript, The NRC currently estimates that the following plants will exceed the Pressurized Thermal Shock screening criteria during their 20 year period of operation, beyond their original 40 year licenses:
- 1. Point Beach
- 2. Palisades
- 3. Diablo Canyon
- 4. Beaver Valley The NRC recognized that unit one at Diablo Canyon is so embrittled that they stated it was in need of embrittlement testing.
Before 2013, Diablo Canyon was one of seven nuclear power plants not eligible to apply for license renewal because it could not satisfy the current NRC rule for pressurized thermal shock. So the NRC changed the rule in 2013 to make renewal possible anyway.
However, the plant remains unsafe with a history of exemption after exemption.
Please fulfill your responsibility to keep California safe. Order the unit one at Diablo Canyon should be shut down immediately and testing should begin as soon as possible and that the relicensing application by PG & E be denied.
I know that you have all been appointed since 2013, but this is so important that this cautionary embrittlement statement by the NRC itself not be ignored or swept under the rug.
Please do not relicense this dangerous reactor without the necessary precautionary steps.
We in SLO county live under speakers that were installed countywide when Diablo was constructed. And when they sound, in case of an emergency, I will have to flee with all my neighbors, and our property values with go to nil.
Is there one of you that can be moved by the position that we have been placed in? We were promised that safety would be the top priority in continuing to operate Diablo Canyon.
I look forward to your response. And I look forward to an announcement that the embrittlement test on reactor number one is scheduled.
