Dear Mr. Boyle:
The Nuclear Fuel Industries, Ltd. (NFI) Is the certificate holder for the GP-01, Type A Fissile package used for shipment of Uranium oxide (UO2, UO3 and U3O8) or Uranium oxides mixed with gadolinia. NFI is working with suppliers in Europe to continue to fulfill commitments to transport Uranium oxides for use in commercial fuel production in Japan. NFI plans to ship uranium oxide for use in commercial nuclear reactor fuel from Westinghouse Springfields Fuels Ltd. in the United Kingdom or Westinghouse Electric Sweden to a European port by vehicle, from a European port to a Canadian east coast port by vessel, transit from a Canadian east coast port to a USA west coast port by vehicle, from the west coast of the USA to Tokyo by vessel, and from Tokyo to NFI Kumatori Works by land.
NFI, through their contractors Orano Nuclear Packaging and Services (NPS) and Orano TN Americas, are working closely with the U.S. Department of Transportation (DOT) and U.S. Nuclear Regulatory Commission (NRC) to revalidate for transit through the United States the material transport package needed for this important shipment: GP-01 [1]. An administrative issue regarding the Aging Management Analysis of the transportation package has delayed completion of the revalidation [2]
E-62818 U.S. DOT Page 2 of 2 It is imperative that NFI complete the shipment on schedule to meet the commitments described above. TN Americas, therefore, requests that the DOT issue the Competent Authority Certificate for the GP-01 package without the Aging Management Analysis for two shipments to take place in April 2024 and August 2024. NFI, in cooperation with their contractors, are committed to resolving the outstanding administrative issue and submit the Aging Management Analysis to the NRC.
