Response to FOIA-2024-000083 The FOIA request points out that the number of public comments received on the proposed rule on Regulations.gov (https://www.regulations.gov/document/NRC-2015-0070-0229) is 4,347, but the number of comments posted is 153. The requester is asking to see the missing 4,194 comments.
There are no missing comments. The NRC has posted all public comments on Regulations.gov (https://www.regulations.gov/document/NRC-2015-0070-0229/comment) and in ADAMS (https://www.nrc.gov/reading-rm/adams.html).
The posted and received numbers are not the same because the posted number represents separate files, and many of the files include more than one comment. In addition, the received number double counts 1,987 form letter comments and includes several duplicate comments.
The attached spreadsheet shows every submission number and how each one was counted by the Regulations.gov system (as posted or received) and by the NRC (as unique, duplicate, form letter, or form letter copy).
The following tables provide a high-level breakdown of the posted and received numbers.
