Feedback on Agency Service Delivery
AGENCY: Nuclear Regulatory Commission.

SUMMARY
- The U.S. Nuclear Regulatory Commission (NRC) invites public co mment on
the renewal of Office of Management and Budget (OMB) approval f or an existing
collection of information. The information collection is entitl ed, Generic Clearance for
the Collection of Qualitative Feedback on Agency Service Delive ry.
DATES: Submit comments by April 29, 2024. Comments received after thi s date will be
considered if it is practical to do so, but the Commission is a ble to ensure consideration
only for comments received on or before this date.

3 II. Background
In accordance with the Paperwork Reduction Act of 1995 (44 U.S. C. Chapter 35),
the NRC is requesting public comment on its intention to reques t the OMBs approval for
the information collection summarized below.
- 1. The title of the information collection : Generic Clearance for the Collection of
Qualitative Feedback on Agency Service Delivery.
- 2. OMB approval number: 3150-0217.
- 3. Type of submission: Extension.
- 4. The form number, if applicable : Not applicable.
- 5. How often the collection is required or requested : On occasion and annually.
- 6. Who will be required or asked to respond: Individuals and households;
businesses and organizations; State, Local, or Tribal governmen ts.
- 7. The estimated number of annual responses: 13,300.
- 8. The estimated number of annual respondents: 13,300.
- 9. The estimated number of hours needed annually to comply with the
information collection requirement or request: 2,708.
- 10. Abstract: The information collection activity will garner qualitative cu stomer
and stakeholder feedback in an efficient, timely manner, for the purpose of improving
service delivery. By qualitative feedback we mean information t hat provides useful
insights on perceptions and opinions, but are not statistical s urveys that yield
quantitative results that can be generalized to the population of study. This feedback will
provide insights into customer or stakeholder perceptions, expe riences and
expectations, provide an early warning of issues with service, or focus attention on areas
where communication, training or changes in operations might im prove delivery of
products or services. These collections will allow for ongoing, collaborative and
4 actionable communications between the Agency and its customers and stakeholders. It
will also allow feedback to contribute directly to the improvem ent of program
management. Feedback collected under this generic clearance wil l provide useful
information, but it will not yield data that can be generalized to the overall population.
This type of generic clearance for qualitative information will not be used for quantitative
information collections that are designed to yield reliably act ionable results, such as
monitoring trends over time or documenting program performance. Such data uses
require more rigorous designs that address: the target populati on to which
generalizations will be made, the sampling frame, the sample de sign (including
stratification and clustering), the precision requirements or p ower calculations that justify
the proposed sample size, the expected response rate, methods f or assessing potential
nonresponse bias, the protocols for data collection, and any te sting procedures that
were or will be undertaken prior to fielding the study. Dependi ng on the degree of
influence the results are likely to have, such collections may still be eligible for
submission for other generic mechanisms that are designed to yi eld quantitative results.
III. Specific Requests for Comments
The NRC is seeking comments that address the following questio ns:
- 1. Is the proposed collection of information necessary for the NRC to properly
perform its functions? Does the information have practical uti lity? Please explain your
answer.
- 2. Is the estimate of the burden of the information collection accurate? Please
explain your answer.
- 3. Is there a way to enhance the quality, utility, and clarity of the information to
be collected?

- 4. How can the burden of the information collection on responde nts be
minimized, including the use of automated collection techniques or other forms of
information technology?
