SUMMARY
BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND THE MILLE LACS BAND OF OJIBWE On January 11, 2024, the U.S. Nuclear Regulatory Commission staff held a teleconference with representatives from the Mille Lacs Band of Ojibwe (Mille Lacs Band). The Mille Lacs Band is a consulting party under Section 106 of the National Historic Preservation Act regarding the Monticello Nuclear Generating Plant, Unit 1 (Monticello) subsequent license renewal environmental review. The purpose of the teleconference was to discuss comments from the Mille Lacs Band regarding the Monticello site cultural resource literature search and red cedar survey recently commissioned by Xcel Energy (applicant). No members of the public were in attendance as this was a government-to-government meeting.
During the teleconference, the Mille Lacs Band stated that they provided comments to Xcel Energy with respect to the site cultural resource literature search. Specifically, the Mille Lacs Band commented that the cultural history discussion is Euro-American focused. The Mille Lacs Band provided references and publications to Xcel Energy for consideration to incorporate into the discussion. The Mille Lacs Band stated that they agreed with the conclusions of the cultural resource literature search and requested that should ground disturbance occur outside of the Monticello Nuclear Generating Plant facility complex area but within the site boundary, a tribal monitor should be present to observe ground disturbing activities.
