SUBJECT:
CALENDAR YEAR 2023 BASELINE INSPECTION COMPLETION This memorandum communicates that, consistent with a triennial frequency, the requisite baseline inspections were completed in calendar year (CY) 2023 under inspection procedure (IP) 71130.03, Contingency Response - Force-on-Force (FOF) Testing (Agencywide Documents Access and Management System Accession Number ML21012A329).
Seventeen sites were inspected under IP 71130.03 in 2023: Arkansas Nuclear One, Clinton Power Station, Cooper Nuclear Station, Davis-Besse Nuclear Power Station, H.B. Robinson Steam Electric Plant, James A. FitzPatrick Nuclear Power Plant, Joseph M. Farley Nuclear Plant, Millstone Power Station, Nine Mile Point Nuclear Station, Oconee Nuclear Station, Peach Bottom Atomic Power Station, Prairie Island Nuclear Generating Plant, Saint Lucie Plant, Salem
& Hope Creek Nuclear Generating Station, Seabrook Station, Sequoyah Nuclear Plant, Virgil C.
Summer Nuclear Station.
To complete re-visit actions in accordance with Inspection Manual Chapter 0609, Appendix E, Part II, Force-on-Force Significance Determination Process, a re-inspection was completed at Wolf Creek Generating Station using IP 71130.03 due to an ineffective exercise in CY 2022. reflects the completion status for each site as reported in the Reactor Programs System, Inspection Report 8. IP 71130.03 is considered complete with one sample.
