SUMMARY
REPORT FOR THE ENVIRONMENTAL AUDIT OF THE ACU MOLTEN SALT RESEARCH REACTOR CONSTRUCTION PERMIT APPLICATION By letter dated August 12, 2022 (Agencywide Documents Access and Management System (ADAMS) ML22227A202), as supplemented by letter dated October 14, 2022 (ML22293B816),
Abilene Christian University (ACU) submitted an Environmental Report (ER) in support of a construction permit (CP) application. Upon acceptance of the CP application, the U.S. Nuclear Regulatory Commission (NRC) staff initiated the environmental review of the application. On March 9, 2023, the staff informed ACU of its intent to audit the ER and issued an Audit Plan (ML23052A087).
As stated in the audit plan, the purpose of the audit was to improve understanding and verify information in the ACU ER, and to identify information to support the preparation of the environmental assessment. Included in the audit plan was a list of information needs the NRC staff identified to cover with the ACU staff during the audit. All audit discussions and activities were conducted remotely between March 9, 2023, and December 30, 2023. After discussing the previously identified information needs with ACU staff, the NRC issued a list of Requests for Confirmatory Information in order to appropriately document the staffs confirmation of information gathered during the audit not otherwise available in the public domain (ML23346A233).

An audit closeout meeting was held on September 21, 2023, to close out the NRC staff's audit of the ACU ER and to present a summary of the audit activities and discussions, including a summary of the information obtained during the audit. The enclosed audit summary report presents the scope of the audit, the audit team members and applicant staff participants, a description of audit activities, a summary of the issues discussed, and the resolution of the information needs that were outlined in the audit plan. The staff have received all the necessary information to consider all the audit items closed. To date, the staff have not identified any additional information needs from ACU in order to complete the environmental review.
