SUMMARY

OF THE DECEMBER 7, 2023, PUBLIC MEETING REGARDING THE LICENSE TERMINATION PLAN FOR CRYSTAL RIVER UNIT 3 NUCLEAR GENERATING PLANT

Background

On December 12, 2022, as supplemented on June 9, 2023, the U.S. Nuclear Regulatory Commission (NRC) received from Accelerated Decommissioning Partners Crystal River Unit 3, LLC (ADP CR3, licensee) a license amendment request to add a license condition to include the requirements of a License Termination Plan (LTP) for the Crystal River Unit 3 Nuclear Generating Plant (CR3).

As required by regulation 10 CFR 50.82(a)(9)(iii), after the licensee submits an LTP the NRC must hold a public meeting near the site. The purpose of the meeting is for the NRC staff to discuss the NRCs review of the LTP and to request public comments on the LTP.

Pre-meeting The NRC meeting notice was published on the NRCs Public Meeting Notice System on November 8, 2023. The notice can be found in the NRCs Agencywide Documents Access and Management System (ADAMS) under Accession No ML23312A043. Per the requirements of 10 CFR 50.82(a)(9)(iii) and 20.1405 the meeting and public comment period were also noticed in the Federal Register on November 8, 2023 (88 FR 77111). Directions for submitting comments

S. Anderson electronically or by mail were provided in the Federal Register Notice. The comment period for the LTP ends on March 7, 2024. To date, no written comments have been received. The NRC also published a notice of the meeting in the Citrus County Chronicle on December 1 and 6, 2023. In addition, the NRC Tribal Liaison Programs Manager and the NRC Region I State Liaison Officer sent outreach e-mails about the meeting to representatives of local and State governments and affected federally recognized native American tribes.

Meeting On December 7, 2023, from 5:00-8:00 pm EST the NRC staff held a comment-gathering public meeting, at the Citrus County Chamber of Commerce, located at 915 N Suncoast Blvd., in Crystal River, Florida, to discuss the NRC license termination process and the content of the CR3 LTP that would allow for the completion of decommissioning activities and termination of Facility Operating License DPR-72 for the CR3 facility. The meeting covered the NRCs overall decommissioning process and the process for approving the LTP and was held to take public questions and comments on the LTP.

Representatives from NRC, ADP CR3, Duke Energy Florida, members of the public and interested stakeholders attended the meeting. The meeting was held as a hybrid meeting meaning that participation was both in person and virtually through the MS Teams video meeting application. A list of attendees in the meeting room and those attending via MS Teams is provided in Enclosure 1.

Representatives from NRC then gave a presentation on the NRCs license termination process and NRCs oversight and inspection process for power reactor decommissioning. A representative from ADP CR3 gave a presentation on the content of the CR3 LTP, the decommissioning strategy, and a timeline for terminating the facility license. The presentations given are provided as Enclosure 2 and can be found in ADAMS at Accession No. ML23335A081.

At the end of the presentations, members of the public and interested stakeholders were invited to ask questions, provide feedback, and were directed to the Federal Register Notice for the process to make comments on the CR3 LTP. No questions or feedback was received during the meeting.
