Meeting Summary:

On November 30, 2023, the NRC staff held a public meeting with Kairos to discuss a core design methodology topical report (TR) that is planned for submission to the NRC staff for review in the first quarter of calendar year 2024. The U.S. Nuclear Regulatory Commission (NRC) staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings (ML21180A271). Highlights from the meeting included the following:

The NRC staff began the public meeting with introductions and an explanation of logistical information. In addition to the NRC staff and Kairos, other meeting attendees included representatives from Westinghouse Electric Company and Seaborg.

During the meeting, representatives from Kairos provided an overview of the contents of the forthcoming TR. The TR would describe the core design methodology for commercial power reactors and non-power reactors using Kairos Power Fluoride Salt-Cooled, High Temperature Reactor (KP-FHR) technology (reference applicant presentation slides). The NRC staff asked questions and provided high-level feedback to improve the NRC staffs understanding of the planned TR and to help inform Kairos of the NRC staffs expectations for a complete submittal. Key points of discussion included:

o Kairos confirmed that the scope of the TR includes fluence calculations and methodology.

o Kairos discussed the process used to select codes and bring commercial codes internally to Kairos through commercial grade dedication.

o Kairos stated that its approach ensures consistency between codes and manages interfaces between codes.

o Kairos confirmed that this TR will provide explicit mapping of all codes used for modelling neutrons and gamma rays, consistent with the expectation from the Hermes construction permit application review.

o Kairos indicated that the scope of this TR is intended to include Hermes and future KP-FHR designs (e.g., commercial power reactors).

o During the meeting, the NRC staff identified the need to have access to theory and user manuals of the codes used in the core design methodology. The NRC staff also highlighted the importance of scaling/distortion analysis to show the applicability of the experimental data selected for code validation.

The public had an opportunity to ask questions of the NRC staff at the end of the open portion of the meeting. There were no public comments.

Following the public comment period, the meeting transitioned to the closed portion where Kairos presented slides containing proprietary information. During this portion of the meeting, the NRC staff posed additional questions and provided further feedback on the subject matter.

No regulatory decisions were made as a result of this meeting.
