OF MEETING ON DECEMBER 18, 2023, WITH TRISO-X LLC, TO ALIGN ON THE NEED TO SUPPLEMENT THE RESPONSES TO THE REQUESTS FOR ADDITIONAL INFORMATION REGARDING MANAGEMENT MEASURES The U.S. Nuclear Regulatory Commission (NRC) hosted a closed Microsoft Teams meeting with TRISO-X, LLC (TRISO-X) on December 18, 2023, from 1:30 p.m. until 3:30 p.m. The purpose of the meeting was to align on the NRC supplement for the TRISO-X responses (Agencywide Documents Access and Management System [ADAMS] Accession No. ML23209A821) to the previously issued non-public requests for additional information (RAIs) regarding programmatic items in the previously submitted management measures program (ML23127A011). The TRISO-X original application was received April 5, 2022 (ML22101A200) and was supplemented by letters dated October 13, 2022 (ML22286A144) and November 4, 2022 (ML22308A251).

In preparation for this meeting, the NRC provided TRISO-X several guidance documents and examples that they can use to inform the development of their management measures program.

The documents were discussed during the meeting as options TRISO-X could consider to inform the development of the management measures program to supplement their RAIs.

The NRC staff started the meeting by stating that the responses for RAI 1-3, concerning items relied on for safety (IROFS) basic components, and 1-5, concerning quality special processes, were sufficient and do not require further clarification by TRISO-X.

For RAI 1-1, concerning construction qualifications, the NRC staff requested additional explanation of the TRISO-X program and commitment to ensure their staff are appropriately CONTACT: Joseph Rudd, NMSS/DFM 301-415-5039 A document transmitted herewith contains Security-Related Information. OFFICIAL USE ONLY - SECURITY RELATED INFORMATION qualified for construction oversight. For RAI 1-4, concerning management measures elements for IROFS, discussions focused on the categorization and level of detail appropriate to be present in the license application. TRISO-X provided an overview of how the other management measures elements for IROFS would be applied. TRISO-X stated they would review the guidance provided by the NRC and consider options to supplement these two RAI responses.

There was general agreement that a follow-up meeting would be held to discuss these items further.

Discussions on RAI 1-2, concerning quality standards for IROFS, were brief and TRISO-X requested further clarification from the NRC staff regarding the appropriate level of detail to be provided in their supplement to the existing license application and previous supplements. The NRC staff agreed to provide additional details and a generic example prior to the follow up meeting on this topic.

A list of participants is provided as Enclosure 1. Additional meeting summary information is provided in Enclosure 2 (non-public).
