SUMMARY
OF THE AUGUST 29, 2023, U.S. NUCLEAR REGULATORY COMMISSIONS CLOSED PRESUBMITTAL MEETING WITH THE PRESSURIZED WATER REACTOR OWNERS GROUP ON TOPICAL REPORT PWROG-22021-P, REVISION 0, JUSTIFICATIONS FOR PROPOSED CHANGES TO TECHNICAL SPECIFICATION 3.2.4, QUADRANT POWER TILT RATIO (QPTR)
On August 29, 2023, the U.S. Nuclear Regulatory Commission (NRC) staff held a closed meeting with representatives from the Pressurized Water Reactor Owners Group (PWROG) to discuss the presubmittal of Topical Report (TR), PWROG-22021-P Revision 0, Justifications for Proposed Changes to Technical Specifications (TS) 3.2.4, Quadrant Power Tilt Ratio (QPTR).
The meeting notice and agenda for the closed meeting are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23230A011. The meeting attendance list is enclosed in this summary.
The PWROG requested feedback during a closed meeting to discuss proposed changes to TS 3.2.4. The purpose of the meeting was to obtain NRC technical staff preliminary feedback on the proposed changes to TS 3.2.4, and the justifications for the TS changes, such that any issues identified by the NRC staff could be incorporated into the forthcoming Westinghouse Electric Company topical report (TR) which will contain technical bases and justification for the TS changes.
The meeting topics included a high-level overview of each section of the TR. The technical discussion included information about regulatory criteria, guidance, and analysis used to support the subject of the TR. Information shared during the meeting included proposed changes to TS 3.2.4 and TS 3.3.1, motivation and justification for changes, and details on the requested modifications to the QPTR. The PWROG representatives stated that the TR is expected to be submitted by the end of December 2023 with an application request for a standard review.
At the conclusion of the meeting, all participants were informed that the feedback provided during the meeting met the goals and objectives of the meeting. No regulatory decisions or commitments were made during the meeting.
